Residents and families are often unaware these waivers exist. They may not know how to apply, or realize the need to re-apply annually. For others, the fact these are referred are called hardship waivers is itself embarrassing and stigmatizing,([[{{PAGENAME}}#References|20]]) especially given the fact that many older people and their families do not want to be thought of as “charity cases”.
Some reports suggest that residents' are often turn downed when applying for these waivers. ([[{{PAGENAME}}#References|21]]) It is also unclear how or whether residents can seek a review or appeal of those health authority decisions about declining to decline the waiverrequest.
